Inorder to further push implement the “Special Equipment Safety Law of the People’s Republic of China”, “Regulation on the Administration of Civil Airports” and “The Decision of the State Council on the FifthBatch of Cancellation and Decentralization of Administrative Examination and ApprovalManagement Level”, the Civil Aviation Administration of Chinarecently issued the “Special Equipment Management of Civil Airport (provisional)”.

As per the new rules, the CAAC will entrust airport equipment inspection bodies that are identified by the CAAC to test equipment, instead of issuing the Special Equipment Approval Certificate of Civil Airports to enterprises.) The qualified airport equipment will be published by the CAAC with the Advisory Circular. The airport equipment which is inspected and qualified by inspection bodies without authorization from the CAAC is not allowed to be put into use at civil airports.

The new “Special Equipment Managementof Civil Airport (provisional)” does more detailed and strict provisions on theidentification of inspection bodies and test method of airport equipment aswell as the catalogue of special equipment at civil airports. Especially itstipulates the inspection bodies of airport equipment to supervise theenterprises that have acquired production license. This means the governmentpower is decentralized and the reliability of the airport special equipment isguaranteed at the same time. It is generally believed in the industry that itwill promote the R&D of Chinese airport special equipment, make itsproduction more standardized so as to make the quality of Chinese productsfurther improved, along with survival of the fittest and acting oninternational convention finally if the “Management” is conscientiously carriedout.

Before the new “Management” is issued and implemented, new applications for Special Equipment Approval Certificate of Civil Airports will not be accepted by CAAC. So the newly released products of the equipment manufacture enterprises during this period cannot be permitted to obtain certificates and sold. It causes inconvenience to the equipment manufacture enterprises. We hope that the relevant department of CAAC can speed up the process and put into effect of new “Management” as soon as possible.
